Objectives of the call for proposals

- The artistic proposals selected are intended to become tools for raising awareness, denouncing societal dysfunction, encouraging cohesion and openness, tackling global issues and thinking about ways of reinventing our societies in creative and artistic ways. - The proposal must be the result of a collaboration between one or more artist(s) and a project organisation, and bring together different artistic disciplines: with the idea of supporting and/or developing bridges between Belgian cultural operators and artists from different disciplines, we will favour proposals initiated in a spirit of partnership and co-creation. - The proposals will highlight cultural cross-fertilisation and the current artistic expressions of artists from the sub-Saharan African diasporas/afro-descendants. - The proposals will aim to overcome stereotypes, negative perceptions, polarisation and discrimination based on belonging to a minority or linked to social divisions. It will promote social cohesion, tolerance and mutual respect. FAQs

1. What activities are eligible for funding? The call is only open to projects that take place in Belgium. It concerns the production of cultural and artistic works directly linked to education for global citizenship and solidarity, paying specific attention to cultural cross-fertilisation and aiming to highlight contemporary creations by artists from Black Africa / the sub-Saharan African diasporas / Afro-descendants. The following proposals are not eligible: - Proposals relating solely to construction costs and the restoration of equipment - Double financing - Proposals relating solely to the purchase of materials or equipment - Proposals aimed at the self-promotion of their authors - Political, discriminatory or proselytising actions - Tourist trips and school trips - Information projects on ECMS activities - Proposals whose main objective is academic and/or research-related - Work placements as part of studies - Commercial activities - Purely academic training proposals - Proposals for fundraising activities - Funding of salaries related to the proposal (except for services). - Rent - Proposals with a start date before 1 December 2019. - Proposals that have not identified another source of funding, financial or in kind, covering the estimated value of at least 20% of the total estimated budget; - All expenditure included in the list of ineligible development cooperation expenditure (see attached document). 2. What is an artistic ECMS project? An artistic CHMS project is defined as: "a project whose primary objective is to use artistic and creative means to encourage citizens to better understand, analyse and critique their environment by becoming more aware of human rights, the realities experienced by people in the South, and the interdependencies between people in the North and South, with the aim of finding ways of reinventing our societies". 3. Who can submit a project? - Legal entities under Belgian law (not-for-profit organisations, artists' collectives or other cultural structures, private companies such as production companies) with their registered office in Belgium and who carry out regular activities in the cultural, artistic and creative sector. - Projects by individual artists may be submitted, provided that they work in partnership with a cultural association (legal entities under Belgian law (asbl, artists' collectives or other cultural structures, private companies such as production companies) established in Belgium which assumes legal responsibility for them. De facto associations are not eligible. 4. What is the maximum amount I can apply for? Africalia's contribution will be between a minimum of €5,000 and a maximum of €10,000 per proposal. The total budget available for this call is €50,000. 5. In which languages can I submit my application? All applications must be completed in Dutch or French, the working languages of the Belgian Directorate-General for Development Cooperation. Applications may be completed in English provided that a summary of the proposal is provided in French or Dutch. Applications for co-financing submitted in other languages will not be considered. 6. How do I submit my application? Complete applications (application form and all annexes) should be sent in one go by email to inge.pauwels@africalia.be before 31 August 2019. If the email exceeds 10 MB, please use a Wetransfer or Dropbox link. 7. Can I submit several funding applications at the same time? Only one request for co-financing may be submitted per call. Multiple co-funding requests submitted by the same applicant will not be considered. 8. What should I do if I have questions about the call for proposals and/or the application questionnaire? If you have any questions about the call for proposals and/or the application form, please send them by email only to inge.pauwels@africalia.be before 7 July 2019. FAQs will be updated regularly. 9. When will I receive the results of the assessment process for my application? The results of the call for projects will be communicated, in accordance with Africalia's timetable, at the beginning of November 2019. Notification will only be sent to successful applications within two weeks of the decision being made. If you have not been contacted by Africalia by 1 December 2019, your application will be considered unsuccessful. Please note: Africalia will not provide individual information on the status of applications received. 10. When and how are the funds paid out? The schedule of payments to be made will be defined at the time of contracting, in accordance with the activities planned in the proposal and the terms of the report to be drawn up during and at the end of the implementation of the proposal. 11. What are the financial and narrative reports? - The promoter is required to report in the form of an annual narrative report and a financial report including supporting documents (numbered list of expenses + certified copies of receipts). - The promoter must also provide documentation on the process of developing and implementing the proposal (photos, videos, etc.). 12. Who defines the selection criteria? The selection criteria are established shortly before the call is launched by a Selection Committee made up of specialists or people from the field and/or by the members of the jury.
