SPECIFIC OBJECTIVES The specific objectives are to help participants to :
  • Deepen their knowledge of cultural policies and industries, their challenges and mechanisms in Rwanda and Africa;
  • Identify the general issues surrounding aesthetic, political and economic trends, the specific features of the various artistic fields and take on board the changes taking place;
  • Learn to organise teamwork and networking, and encourage partnerships;
  • Address the principles of good and transparent governance of cultural projects;
  • Strengthen and broaden their management skills and acquire tools for managing cultural projects by striking a balance between artistic, political and economic parameters;
  • Making the most of digital tools to promote access to cultural resources and pave the way for new forms of artistic practice and cultural mediation;
  • Designing analyses and opportunity assessments prior to the technical development of a cultural project and responding coherently and appropriately to calls for projects;
  • Drawing up a provisional budget and mastering the principles of financial management and budget monitoring;
EDUCATIONAL PROGRAMME The content of the course will be based on the main topics such as :
  • Project Management or Results-Based Management or Project Cycle Management
  • Designing and developing cultural projects,
  • Principles of Financial Management and Reporting
  • Understanding cultural entrepreneurship and the cultural economy
  • Digital Cultural Marketing
  • Management of copyright (literary and artistic property)
  • Cultural Policy and Creative Industries in Rwanda

Methodology

To deliver this content, an online training course comprising three three-week modules is scheduled to take place between July 2020 and March 2021 via a purpose-built interactive e-learning platform and 2 face-to-face training workshops, each lasting 5 days, in Rwanda. **Indicative schedule Online training:
  • July-August: Module 1 (3 weeks)
  • September-October 2020: Module 2 (3 weeks)
  • December 2020 -January 2021: Module 3 ( 3 weeks)
Face-to-face training:
  • September 2020: 1st face-to-face training course in Kigali (5 days)
  • November 2020: 2nd face-to-face training session in Giseyni (5 days)
**TARGET PUBLIC The course is aimed primarily at : 1. cultural administrators 2. project managers and/or cultural project leaders 3. young students at the end of their training, whatever their course of study 4. managers of cultural and artistic organisations and establishments Applications from cultural journalists, entrepreneurs and cultural officers from the technical departments of public institutions and town halls may also be considered. APPLICATION PROCEDURE To apply, candidates should send an e-mail to CV one page maximum, a letter of motivationa description of their project current or future and as the case may be, a letter of appointment by the line manager of the parent organisation. Applications must be sent by e-mail only to africaliarwanda@gmail.com no later than 26 June 2020 before 11.59pm. A selection committee made up of the coordination team and certain cultural players in Rwanda will select the participants on the basis of their experience and motivation.
