Rwanda considers the cultural industry to be an innovative economic sector. The organisation of international cultural events (such as the Pan-African Dance Festival and the Hillywood Film Festival) and the promulgation of the law on the protection of intellectual and artistic property show the will to anchor art and its industry in the socio-economic landscape. Nevertheless, the market is underdeveloped: the potential of the art industry in the economy is still under-promoted, the level of professionals remains low and knowledge of tried and tested sustainable business models remains limited.

Africalia works in Rwanda with the Rwanda Arts Initiative (RAI), which aims to strengthen the artistic and organisational skills of professionals in the sector and promote access to and participation in culture for all.
